Carbon Sequestration Leadership Forum (CSLF) Stakeholder Processes

Responding to the expectations of its membership the World Energy Council (WEC) has undertaken to coordinate Stakeholder processes in the Carbon Sequestration Leadership Forum (CSLF). At the fourth CSLF meeting in Delhi on 3-5 April 2006, the attending Stakeholders had the opportunity to hold a separate meeting before the event and attend the meetings of the Policy and Technical Groups. At the concluding session a proposal for future Stakeholder involvement formulated by a core group of Stakeholders was presented for consideration by the Policy Group.

The main objective of the proposal is to ensure an efficient, equitable and well-functioning partnership between government delegations and various Stakeholders: industry, business, NGO and other groups representatives. Some of the specific points in the proposal include:

• Full integration of Stakeholders in the CSLF activities and work programme.
• The Stakeholders should speak and contribute to the substance of discussion in Policy and Technical Group meetings.
• Stakeholders shall register with the Stakeholder Registry to participate.There should be no other condition for participation.
• Stakeholders should have permanent representation in the Policy and Technical Groups and various Task Forces, with a minimum of three seats at the table for each of the Policy and Technical Group meetings.
• Stakeholders will organise themselves based on a balanced approach.
• Stakeholders also have a significant role to play in helping CSLF to organise special meetings, workshops, and conferences to enhance dialogue with governments and other stakeholders.

After a comprehensive discussion of the proposal, which was positively received, it was agreed to develop a detailed document outlining the main principles of Stakeholder participation in future CSLF activities and submit it for review and approval to the Policy Group by the end of June 2006.
