About WEC

Executive Assembly

The Executive Assembly (EA) is the ultimate authority in the governance of WEC as provided in the Articles of Association and acts to manage the affairs of WEC and carry its policies into effect. The EA is authorised to:

  • Issue general policy statements
  • Approve applications for membership
  • Withdraw membership
  • Approve sites for Congresses and Executive Assemblies
  • Approve WEC's operations budget and business plan
  • Approve the plan and budget for WEC's programme of work
  • Establish standing committees to carry out the programme of work
  • Elect the officers of WEC
  • Approve honorary officers

The EA consists of official representatives from all Member Committees and thus allows WEC to function in a democratic, participatory manner. The Executive Assembly meets annually and is hosted by a different country each year.

Decisions of the Executive Assembly are taken on the basis of "one country-one vote", but, more often than not, it is by consensus that WEC priorities and activities are determined and approved. The EA elects a Chair for a three-year term that runs from Congress to Congress. The body also elects 5-6 Vice Chairs representing each of WEC's regions, 1-2 Vice Chairs with Special Responsibilities, and Chairs of each Standing Committee.
