Regulating District Heating and Cogeneration in Central and Eastern Europe

This new report looks at regulatory issues and other difficulties accompanying ongoing unbundling of the DH/CHP industries in eastern and central Europe.
While the need for regulation of DH/CHP in transition economies is recognised the diverse nature and often conflicting objectives of the regulation across the region is a serious problem.
