Thai Member Committee
The Thailand National Committee aims to promote sustainable energy development in Thailand, as a part of the WEC’s energy vision. As a member of the WEC network, the organisation is committed to representing the Thai perspective within national, regional and global energy debates. The committee includes a variety of members to ensure that the diverse energy interests of Thailand are appropriately represented. Members of the committee are invited to attend high-level events, participate in energy-focused study groups, contribute to technical research and be a part of the global energy dialogue.
Dr Norkun Sitthiphong has been Permanent Secretary, Ministry of Energy, Thailand since 2010. Prior to this, he spent seven years in the position of Deputy Permanent Secretary at the Ministry. Before this, he was Vice President for Academic Affairs (2001-2003) and Vice President for Research Affairs (1998-2000) at the University of Chiang Mai, Thailand. Dr Sitthiphong has been Chairman of the Board for a number of organisations including PTT Public Company Ltd, PTT Exploration & Production Public Company Ltd and Thai Oil Public Company Ltd. Dr Sitthiphong holds a PhD and Masters in Mechanical Engineering from Oregon State University, USA. He also holds a B.Eng in Mechanics from Chulalongkorn University, Thailand.
Dr Twarath Sutabutr is Deputy Director General for the Department of Alternative Energy Development and Efficiency (DEDE) at Ministry of Energy, Thailand. Prior to this, Dr Sutabutr undertook a number of other roles in the Ministry of Energy including Director of Policy & Strategy (Coordination Office), Director of Public Communication Division, (Nuclear Power Program Development Office (NPPDO) and Ministry Spokesperson. Dr Sutabutr has also sat on the Board of Directors for Bangchak Petroleum Public Company Limited and on the Board of the Executive Committee, Energy Committee at the Engineering Institute of Thailand. Dr Sutabutr has a doctorate of science (Sc.D.) in Civil and Environmental Engineering, Massachusetts Institute of Technology (MIT), Cambridge, MA, USA. He also holds masters and bachelor degrees in Geotechnical Engineering and Engineering respectively. Dr Twarath Sutabutr has a number of awards and special achievements including the Outstanding Civil Service Award. He was the first officer to receive such an honour from the Ministry of Energy.
