The Lebanon National Committee aims to promote sustainable energy development in Lebanon, as a part of the WEC’s energy vision. As a member of the WEC network, the organisation is committed to representing the Lebanese perspective within national, regional and global energy debates. The committee includes a variety of members to ensure that the diverse energy interests of Lebanon are appropriately represented. Members of the committee are invited to attend high-level events, participate in energy-focused study groups, contribute to technical research and be a part of the global energy dialogue.

Chair: Gebran Bassil

Minister Gebran Bassil is currently Minister of Energy and Water in Lebanon since November 2009. Previously, Minister Bassil was appointed Minister of Telecommunication from July 2008 till November 2009. The Minister was born on 21 June 1970. After completing his high-school studies at Saint Coeur College in Batroun, he graduated from the American University of Beirut (AUB) in 1993 with a Master in Civil Engineering. Minister Bassil is in charge of the Free Patriotic Movement’s political relations. He is a member of many organizations such as the Lebanese Red Cross, the Rotary Club, and the Lebanese Green Club.

Secretary: Pierre El Khoury

El Khoury holds currently the position of the Manager of the "Lebanese Center for Energy Conservation" (LCEC) hosted at the Ministry of Energy and Water and supported by the UNDP. His main duties include the management of the different aspects of the center including the set up of strategies and programs related to the development of energy efficiency and renewable energy markets in Lebanon. El Khoury is also the Project Manager of the “Global Solar Water Heaters Market Project” funded by the Global Environment Facility (GEF) through UNDP. El Khoury is the main author of the National Energy Efficiency Action Plan for Lebanon (NEEAP) 2011-2015, adopted by the Government of Lebanon in November 2011, thus making Lebanon the first country in the Arab World to adopt such a plan. He also worked on the development of the National Energy Efficiency and Renewable Energy Action (NEEREA) with the Central Bank of Lebanon, the draft energy conservation law, and the net-metering application, among others. He is the national representative of Lebanon in the Board of Trustees of the Regional Center for Renewable Energy and Energy Efficiency (RCREEE). He is also the national focal point of many regional and international initiatives, namely the International Renewable Energy Agency (IRENA), the Mediterranean Solar Plan (MSP), the EU-funded MED-EMIP and MED-ENEC projects, as well as the UNEP En-Lighten Initiative. El Khoury holds a Bachelor degree in Electrical Engineering and a Master degree in Engineering Management, both from AUB. El Khoury is a member of the Order of Engineers and Architects in Beirut.
