United Arab Emirates Member Committee

The United Arab Emirates National Committee aims to promote sustainable energy development in the UAE, as a part of the WEC’s energy vision. As a member of the WEC network, the organisation is committed to representing the national perspective of the UAE within national, regional and global energy debates. The committee includes a variety of members to ensure that the diverse energy interests of the UAE are appropriately represented. Members of the committee are invited to attend high-level events, participate in energy-focused study groups, contribute to technical research and be a part of the global energy dialogue.

Chair: Mohamed Bin Dhaen Al Hamli

Chair

H.E. Mohamed Bin Dhaen Al Hamli was appointed Minister of Energy of UAE in November 2004. He obtained a Higher Diploma in Business Administration in 1976, a Certificate in Chartered Auditing in 1979, and a Higher Diploma (Higher Studies) in Advanced Management and Chartered Accounting in 1988. At the beginning of his career, H.E. Al Hamli was a Director at the marine operating company ADMA. He joined the Abu Dhabi National Oil Company (ADNOC) in 1989 as Financial Director, moving into the Marketing and Personnel departments before holding the positions of General Director from 1997-1998 and Director of Marketable and Refining from 1998-2004. He was Governor of the State of the petroleum exporting countries (OPEC) from 1994-2002 and Chairman for the Emirates General Petroleum Corporation Emarat from 2004-2010. In addition to his ministerial positions, H.E. Al Hamli is currently Chairman for the Federal Authority for Electricity and Water (FEWA) and for the International Petroleum Investment Company (IPIC). He is also a member of the Advisory Committee for the Oil Supreme Court and sits on the board of the Cosmo Oil Company.

Secretary: Ali Obaid Al-Yabhouni

Ali Obaid Al-Yabhouni has worked in the ADNOC Group of Companies since 1992 in a range of senior positions. In November 2007 he became CEO of National Gas Shipping Company Ltd (NGSCO.) Since January 2009, he has also led Abu Dhabi National Tanker Company (ADNATCO). In addition to being UAE Governor for OPEC he is a Board Member of Abu Dhabi Oil Refining Company (TAKREER); Chairman of TAKREER Board Advisory Committee as well as Vice Chairman and Board Member of Emirates General Petroleum Corporation (EMARAT). Al-Yabhouni is a standing member of the International Energy Forum (IEF) Executive Board; World Energy Council (WEC) and the National Communication Committee, UAE Ministry of Energy. He is also President, Emirates Association for Energy Economics (EAEE) and President/Chairman, UAE Shipping Association. He is Chairman of DNV Technical Meetings UAE as well as the Lloyd’s Register Middle East and Africa Advisory Technical Committee. He majored in Economics and Political Science at University of Southern Indiana and holds a MBA from South Eastern University, Washington D.C. The University of Tasmania awarded Al-Yabhouni an Honorary Degree of Doctor of Laws to acknowledge his significant contribution toward maritime education and training.
