Thiago Barral

Thiago Barral is the former National Secretary for Energy Transition and Planning at Brazil’s Ministry of Mines and Energy (2023–2025) and former CEO of EPE, Brazil’s federal energy planning institution (2019–2023). Prior to that, he served as Director of Energy Economics and Environmental Studies at EPE (2018–2019), and as Head of the Department of Power Generation Expansion (2014–2018).

During this period, he was a member of the National Energy Policy Council (2019–2022) and an alternate member of the Interministerial Committee on Climate Change (2023–2025), both high-level ministerial forums in Brazil.

Thiago played a leading role in the approval of Brazil’s Low-Emission Hydrogen Law (2024), the creation of the Energies of the Amazon program (2023), and the planning and large-scale expansion of the transmission grid to enable renewable energy integration (2020–2025). He also led the development of several national energy planning documents, including the National Energy Plans 2050 and 2055, as well as multiple editions of the 10-Year Energy Plan.

From 2018 to 2025, Thiago served as one of Brazil’s focal points to the International Energy Agency, the Clean Energy Ministerial, and Mission Innovation, in coordination with the Ministry of Foreign Affairs. More recently, from 2023 to 2025, he also acted as Brazil’s focal point to OLADE, the Latin American Energy Organization.

He holds a degree in civil engineering, a master’s degree in water resources and environment, and a postgraduate specialization in public management.
