Energy Consumption Resilience: Lessons from the Blackout
Organised by the World Energy Council Portugal
On Tuesday, 1 July 2025, from 8:00 am - 6:30 pm at the Ordem Dos Engenheiros, Lisboa, Portugal.
This event includes 5 sessions dedicated to the topics:
- Guaranteeing Supply in Adverse Cenários
- Consumer Perspective
- System Resilience
- Minimum Services and Financing Models
- Contribution to Regulation and Public Policies
To frame the sessions, there will be two keynote speeches, at the beginning of the morning and the afternoon, about:
- Legal and regulatory framework
- Isolated Electrical Systems of the Azores – Learned Learning
After a lively and enlightening debate, we can conclude that:
- The integration of Various forms of energy and weapons is essential to increase the resilience of the system.
- Cooperation and integration between the various sectors are essential.
- Companies and management entities of essential services adopt measures to ensure their continuity.
- Contingency plans and equipment training for crisis situations will help operationalisation during the shutdown, but adjustments needs have been detected.
- The increase in the use of telecommunication affects its resilience, which tends to be registered as higher traffic during the passage of the year.
- The transport sector was quite impacted, not least not that it respects the traffic signals in large urban centres;
- The water supply registers a lower impact due to the fact that the power is turned off, and the reserves will be found.
- The systems are dimensioned globally for redundancy, but there is no possibility of a power failure at the Iberian level;
- Consumers will increase their interest in energy issues, as well as the availability of clear information regarding the shutdown.
- Learning from this event possible to have more adequate preparation, both at the level of contingency plans and at the regulatory level.
