Senior Technical Director at Empresa Generadora Punta Catalina and an active member of the World Energy Council – Latin America and the Caribbean (WEC-LAC), this experienced energy professional has over four decades of expertise in power systems, generation, and transmission planning. Consultancy work includes projects for Interenergy and EGEHAINA, as well as advisory roles for the World Bank in Ghana, Uganda, Kenya, the Dominican Republic, and Haiti. Regional consulting roles with Quantas Technology and KEMA have supported energy strategy development across the Caribbean.
From 2009 to 2012, served as Energy Adviser to the Dominican Corporation of State Electricity Companies (CDEEE), leading the development of strategies to reduce distribution losses. Previous leadership roles include Superintendent of Electricity (2003–2004) and Executive Director of the National Energy Commission (2001–2003) in the Dominican Republic.
An active contributor to international energy forums, he has served as a speaker, reviewer, and technical expert for several conferences and publications. Notable works include “SIGPE: A Tool for the Automatic Detection of Non-Technical Losses” (2014), “Development of AMR/AMI in the Dominican Republic” (2012), and co-authorship of “Renewable Energy in the Dominican Republic” (2001).
Holds a Master’s degree in Power Electrical Systems from the Instituto Politécnico Nacional in Mexico, a diploma in Energy Control Centre Design from the Polytechnical Institute of Gothenburg, Sweden, and a degree in Electromechanical Engineering from UCMM.
