Jose Antonio Vargas Lleras

Director, Enel Americas

Dr. José Antonio Vargas Lleras is a lawyer from Colegio Mayor del Rosario in Colombia and currently serves as Chairman of the Board of Directors at Enel Colombia, a leading company in electricity generation and distribution. Since 2016, he has also served as Director of Enel Américas, overseeing the group’s investments in Argentina, Brazil, Colombia, Peru, Costa Rica, Guatemala, and Panama.

With over 25 years of experience in the energy sector—particularly in gas, coal, and electricity—Dr. Vargas previously led the Bogotá Energy Group (GEB) as CEO from 1999 to 2006. Internationally, he has held leadership roles in the Regional Energy Integration Commission (CIER) as both President and Vice President.

Dr. Vargas is the current President of the Colombian chapter of the World Energy Council, and is also President of the Italian Chamber of Commerce in Colombia and of the Association for the Advancement of Management (APD), which brings together many of the country’s most influential companies.

His government service includes being Secretary General to the Presidency of Colombia (equivalent to Minister of the Presidency) from 1996 to 1997. He has also served as Colombia’s Trade Representative in Spain and the Mediterranean, and as Ambassador to the European Union, Belgium, and Luxembourg.

A committed advocate of corporate governance, Dr. Vargas has been a university professor for over 20 years and is a founding member of the Colombian Institute of Corporate Governance. He also sits on boards that promote foreign investment, public services, and the arts.
