Mark Menezes

The Honorable Mark W. Menezes is President and Chief Executive Officer of the United States Energy Association (USEA), representing a broad coalition of over 150 U.S. energy sector members—from Fortune 500 companies to energy consulting firms. In this role, he champions the interests of the U.S. energy industry, engaging with domestic and international stakeholders to advance infrastructure, innovation, and global partnerships.
Mr. Menezes is a nationally recognized energy attorney and strategic advisor. He served as the U.S. Deputy Secretary of Energy, where he was confirmed by the Senate and managed a $34 billion budget, 120,000 employees and contractors, the U.S. national labs, nuclear programs, and environmental cleanup responsibilities. He also previously served as Under Secretary of Energy, overseeing technology innovation and policy coordination.
Before his federal executive branch roles, Mr. Menezes was an executive at Berkshire Hathaway Energy and led the energy and infrastructure practice at Hunton & Williams LLP. In Congress, he served as Chief Counsel for Energy and Environment on the U.S. House Committee on Energy and Commerce, where he helped shape the landmark Energy Policy Act of 2005.
He is the founder of Global Sustainable Energy Advisors LLC and an Adjunct Professor at Georgetown Law, where he teaches energy law and climate policy. Widely published and frequently featured in national media, he has been recognized with the Department of Energy’s highest honor, the James R. Schlesinger Award, and is consistently listed among the nation’s top energy and legal professionals.
