William Villalobos Herrera
President and Founding Partner Core Alliance, Core Alliance
With over a decade of experience in public utilities regulation, he has led major energy, mobility, and telecommunications projects across Central America. He is the President and Founding Partner of Core Alliance, a consulting firm specialising in public utilities regulation with operations in Costa Rica, Panama, and the Dominican Republic. His professional work has earned significant recognition, including being named Energy Lawyer of the Year in Costa Rica in 2022 and 2024, and one of Central America’s Top 100 In-House Lawyers by Legal 500 in 2018.
He previously served as President of the Ibero-American Energy Law Association (ASIDE), and since 2020, he has been a member of the Panel of Experts for the Regional Commission for Electric Interconnection (CRIE). He is also a member of the Dispute Committee at the International Center for Conciliation and Arbitration (CICA) of the Costa Rican-American Chamber of Commerce (AMCHAM). In addition, he serves on the Advisory Board of the Global Energy, Petroleum and Mineral Law Program at the University of Dundee in Scotland, and has held visiting professorships at the Universities of Valladolid, Almería, Autónoma de Nuevo León, and Externado de Colombia. He is co-author of several books on economic regulation, energy law, and administrative law. William Villalobos Herrera holds a Master’s degree in Regulation and Competition from the University of Valladolid and a Master’s in Constitutional Law from UNED–Madrid.
