Belén Muñoz Zurita

Belén Muñoz Zurita is the Senior Energy Insights Lead. She leads the Council's Insights pipeline, translating inputs from leadership dialogues, scenario work, and horizon scanning into clear, decision-relevant briefs, dialogue summaries, and thought-leadership content for Ministers, CEOs, and global energy stakeholders.

Belén brings over seven years of experience spanning government, international organisations, and the private sector. She led the technical design and legislative negotiation of three national energy transition laws and the National decarbonization plan to 2030 at Chile's Ministry of Energy. More recently, she has advised governments and the International Energy Agency on regulatory benchmarking and market analysis, building a evidence-to-narrative approach

Internationally, Belén has represented national interests at global forums such as APEC, ICDRI, UN-ELAC and IEA, and has also cooperate with Latin American countries to advance regional interconnections at SINEA, SIESUR, CAN and MERCOSUR.

She holds a Master of Public Policy from the University of Oxford and an Electrical Engineering degree from the University of Chile, she is fluent in English and Spanish.
