Jo Bootle
Jo joined the Council as its Chief Operating Officer in April 2026, with responsibility for the global secretariat’s operations, including people, legal and financial performance.
Prior to joining the World Energy Council team, she was COO of the Ellen MacArthur Foundation charity (EMF) for 12 years, which was set up in 2010 to help accelerate the transition to a circular economy.
During her tenure, the organisation expanded its annual revenue from £2m to £20m, grew its team from 20 to 200 people, and built a presence across 4 continents.
Jo also serves as a trustee of the Wildheart Trust, a UK-based conservation charity focused on animal welfare and rescue.
