Ruby Xu

Dan Xu (Ruby) is a Senior Manager on the Insights team at the World Energy Council, where she is seconded from the China Electricity Council and works across both organisations. In her role at the Council, she contributes to the World Energy Issues Monitor, supporting the translation of regional energy perspectives into actionable outcomes through high-quality analysis and strategic dialogues. She brings an important perspective from China to the Council’s global energy dialogue, helping to strengthen shared understanding and capacity for navigating energy transitions.

Alongside her role at the Council, Ruby is a Project Manager in the International Cooperation Department of the China Electricity Council. In this role, she leads research and consultancy projects for member enterprises, supports international engagement initiatives, and facilitates high-level dialogues and business cooperation. She works closely with leading international and regional organisations, including the ESCAP East and North-East Asia Office, CIGRE CNC and JCOAL.

Ruby holds a BA in Electronic and Electrical Engineering from North China Electric Power University (NCEPU) and an MSc in Electrical Power Engineering with Business from the University of Strathclyde. She is a certified Project Management Professional (PMP) and Certified International Events Professional (CIEP), and is familiar with engineering software including MATLAB, Revit and AutoCAD.
