Noura Alissa

International Negotiations Expert - Ministry of Energy, Saudi Arabia

Noura is an International Policy Expert in the Sustainability and Climate Change Deputyship at the Ministry of Energy in Saudi Arabia, where she negotiates in various multilateral fora, including the United Nations Framework Convention on Climate Change (UNFCCC) and G20, having led negotiations on the first Global Stocktake of the Paris Agreement. She oversees Engagements related to climate at the Ministry, including bilateral relations and institutional partnerships, where she managed the program of the Kingdom's hosting of MENA Climate Week with the UNFCCC. She is also a member of the Katowice Committee of Experts under the UNFCCC.

Noura has previously worked on labour and employment policies in support of Vision 2030 in the Saudi semi-governmental firm Takamol, as well as supporting the Saudi presidency of the G20 and training in the Saudi Embassy in London.

Noura holds a Bachelor's of Arts & Sciences focused on Politics & International Relations and Psychology from University College London, and a Master's of Science in Comparative Politics from the London School of Economics and Political Science.

Noura also has a passion for sports; she is a semi-professional athlete with a second-degree black belt in Taekwondo who is a member of the Saudi National Team.
