Comité Algérien de l'Energie

The Algeria National Committee aims to promote sustainable energy development in Algeria, as a part of the WEC’s energy vision. As a member of the WEC network, the organisation is committed to representing the Algerian perspective within national, regional and global energy debates. The committee includes a variety of members to ensure that the diverse energy interests of Algeria are appropriately represented. Members of the committee are invited to attend high-level events, participate in energy-focused study groups, contribute to technical research and be a part of the global energy dialogue.

Chair: Mohamed Arkab

Mr. ARKAB Mohamed is a Mechanical Engineer, Option Energy Science. He also holds a Master’s of Business Administration MBA Business Management Cycle.
Mr. ARKAB joined the Company of industrial installation “ETTERKIB” in September 1990. He held various positions of responsibilities:
Responsible of mechanical works (from September 1990 to March 1992), then construction manager (from April 1992 to January 1997), then Site Manager (February 1997 to October 2003).
Throughout his career, Mr. ARKAB has been involved in many projects for the construction of energy projects (power stations, substations, gas and oil processing units, LNG, etc.) and industrial projects of national importance.
In November 2003, he was promoted to Director of Works at the Company of Industrial Construction (ETTERKIB), a subsidiary of Sonelgaz Group, he responsible for the realization of all power plants and industrial projects, until June 2006, when he was appointed as CEO of this company.
Since September 2010, Mr. ARKAB has held the position of Chairman and CEO of the Electricity and Gas Engineering Company (CEEG), a subsidiary of Sonelgaz Group, mandated to implement the development program of Sonelgaz Group’s subsidiaries.

Secretary: Smaïl Moussi

Smail Moussi holds a degree in mathematics from the University of Algiers (Algeria) and a postgraduate in statistics from the University of Paris VI (France). He joined Sonelgaz in 1979 and spent most of his career working for this company. He was appointed Head of the Energy Forecasting and Analysis Department, Head of the Strategy and Development Department, and Director for Regulatory Affairs. He has been in charge of forecasting and analysis studies, marketing and economic studies and has been involved in several projects at national, regional and international level in the field of Energy Planning, Energy demand analysis and forecasting as well as legal and institutional aspects. In 2011, Smail Moussi has been appointed Director for External Relations of Sonelgaz Holding, a company whose subsidiaries are primarily involved in the generation, transmission, and distribution of electricity, the transmission and distribution of natural gas, building infrastructure for the energy sector, and R&D. He is Secretary General of the Algerian Energy Committee since 2004.
