Hadeel Al-Maghrabi

Hadeel Al-Maghrabi is a Senior Electrical Engineer at the Ministry of Energy in the Kingdom of Saudi Arabia, where she works within the Electricity Affairs Deputyship on national power sector policies and strategic initiatives. Her work focuses on advancing the transformation of Saudi Arabia’s electricity sector through policy development, strategic planning, and cross-institutional collaboration. She has contributed to several key national initiatives, including the development of the Kingdom’s Integrated Energy Strategy and policy frameworks supporting rural electrification and electricity demand management. Hadeel has also led collaborative work with international and national institutions, including the World Bank and KAPSARC, on initiatives aimed at improving electricity system efficiency and promoting more sustainable consumption patterns. Hadeel holds an MSc in Economics and Policy of Energy and the Environment from University College London, where her research examined the applicability of international carbon capture and storage policy instruments within Saudi Arabia’s state-led decarbonization model. She also holds a bachelor’s degree in Electrical and Computer Engineering from Effat University. She actively participates in international energy dialogues and initiatives, including the World Energy Council, COP28, and Saudi Smart Grid events.
